Blue Envelope Program

Participants can place important documents such as a copy of their driver’s license, vehicle registration, and proof of insurance inside the blue envelope and present it to an officer. Participants may also include helpful information such as communication needs, medical or neurological conditions, and optional emergency contact details. The envelope acts as a visual cue that additional awareness, patience, or accommodations may be helpful. If you are stopped, let the officer know you have a Blue Envelope and where it is located before handing it to them.

Each Blue Envelope also includes a sticker that can be placed on your vehicle to indicate participation in the program.

All Windsor Police Officers receive training on the Blue Envelope Program, along with additional training on communicating effectively with community members who have disabilities or communication challenges.
